Regular wc to remove nitrate and have some algae eater as tankmate. Use filter media like Biohome and Bacteria House which is said to remove nitrate.

To be able to remove nitrate, the environment is the most important factor for denitrification. WC will not remove nitrate. Why? Our tap water contains nitrate!

UV with the correct flowrate is the best solution, otherwise move the tank to a location that lesser sunlight.
