To me i believe that most of the base colour come from their father/mother :) , and also their breed. Orginally the base colour is good, there is sudden change of temperature or water condition bad for arowana the colour of the fish will also change.
For better colour for arowana, most people prefer black or blue all round the tank. For colour of the poster it also depend on the type of arowana u are keeping, for red most people put black poster for rtg some put black some put blue.
This may not be correct correct me if i am worng :)

Oh if can u can drop by my shop, my rtg from sabf they have very heavy dark blue colour. may be if you buy the arowana too small u cant see the base colour and also the shine. Best buy arowana at about 6 to 8inch big than can see clearly the shine and also the base colour.

Genes play a big role.
Enviroment can sometimes give you the illusion/do the trick as well.
aros kept in dark enviroment well look darker in color due to the back ground.
Besides back ground color, Black water and proper light can also create the illusion.
when aros are tanned they will also look better in terms of base color.
